Chabahar lies in Sistan-Baluchistan province which has always been a flashpoint, with Pakistan-based Baluchi separatists and Sunni Muslim extremists carrying out cross-border attacks targeting the Shiite authorities.

"Mark my words: Iran WILL bring terrorists & their masters to justice", the foreign minister emphasized.
Ten of the wounded were members of the police force, he said.

Chabahar is located in the southeastern province of Sistan and Baluchestan, which is home to a Sunni minority in the largely Shia country, and has always been plagued by violence from both drug smugglers and separatists.

The so-called Ansar al-Furqan terrorist group later claimed responsibility for the assault.

It hosts the operation of a joint port project between Iran and India.

Chabahar, near Iran's border with Pakistan on the Sea of Oman, is home to a newly built port and is an economic free zone.

Sistan-and-Baluchestan - which borders Pakistan - has suffered several terror attacks targeting both civilians and security forces over the past years.

Terror attacks in Shiite Iran are rare, but militants have stepped up action in recent months.

Iran´s Foreign Minister Mohammad Javad Zarif accused "foreign-backed terrorists" for attacks Thursday in the port city of Chabahar that killed two people and wounded around 40 others.

India is developing the Chabahar port along with Iran and Afghanistan.

The attack comes as Iran's economy reels in the wake of the U.S. re-imposing sanctions lifted by Tehran's nuclear deal with world powers.

"Foreign-backed terrorists kill & wound innocents in Chabahar", Zarif said on Twitter on December 6. Arab separatists and the Islamic State (IS) issued competing claims for the attack, which prompted Iran to launch ballistic missiles at IS targets in Syria.

Such acts of violence will also "boost the Islamic Republic of Iran's resolve to fight terrorism", said Jahangiri, calling for all-out efforts to identify the perpetrators and bring them to justice.

That is why they have resorted to their stooges inside Iran in the hope of upsetting the country's stability, he added.
