Japan to withdraw from IWC to resume commercial whaling: reports

Japan maintains it has complied with the Commission's moratorium on commercial whaling since 1988 and says it only catches whales for scientific purposes.

Japan's pullout, now planned for next year, could spark criticism from European and other countries opposed to the practice of whaling.

Japan's decision this week was driven by frustrations with what officials see as an anti-whaling agenda at the IWC, according to The Associated Press.

Japan can not continue research whaling in the Antarctic Ocean if it pulls out of the IWC.

According to Kyodo, Tokyo is now planning, next year, from the Commission to withdraw the commercial hunting of marine mammals.

"If commercial whaling based on science is completely denied, and if there's no possibility for the different positions and views to coexist with mutual understanding and respect, then Japan will be pressed to undertake a fundamental reassessment of its position", the minister said. Japan had been threatened previously, and, if necessary, from the IWC to withdraw. But these attempts were blocked by anti-whaling nations.

Japan joined the organisation in 1951.

Donald Rothwell, a professor at the Australian National University, said that if Japan were to pursue a commercial whaling program in the Antarctic Ocean, it would "directly challenge" the global moratorium on commercial whaling.

A 2012 report found that Japan's whaling industry lost more than $10 million a year in the preceding 20 years.

However, Slooten said the withdrawal of staunchly pro-whaling nations could conversely allow the IWC to become a more progressive organization, focused on the conservation of other cetaceans such as dolphins and porpoises. Not satisfied with harpooning whales, it now looks like Japan is threatening to harpoon the future of the IWC.

Japan has previously threatened to quit the IWC, arguing that the moratorium was supposed to be a temporary measure and accusing the IWC of abandoning its original goal - managing the sustainable use of global whale stocks. Of the 333 minke whales caught during the four-month expedition, 181 were female - including 53 juveniles.

Tokyo now observes the moratorium but exploits a loophole to kill hundreds of whales every year for "scientific purposes" as well as to sell the meat through hunting whales in the Southern Ocean since 1987.

"If we give up to achieve sustainable use of whales, Japan would encounter serious difficulties for food security", he said.

Iceland, along with Norway, openly defies the IWC's 1986 ban on commercial whale hunting.
