The UN considers Yemen the world's worst humanitarian crisis, and has repeatedly warned of a looming starvation.

Forces backed by Saudi Arabia and the United Arab Emirates have been trying to capture the city for months, but have been held off by rebels dug in on its outskirts, with neither side willing to back down.

Yemen's warring sides have agreed to free thousands of prisoners at the start of crucial peace talks aimed at ending a devastating conflict that has pushed millions of people to the verge of starvation.

The government delegation was carrying the "hopes of the Yemeni people to achieve sustainable peace", the head of President Abdrabbu Mansour Hadi's office, Abdullah Al-Alimi, said in a tweet.

"A UN-chartered plane will arrive at Sanaa global airport Monday to evacuate 50 wounded combatants accompanied by. three Yemeni doctors and a United Nations doctor, from Sana'a to Muscat", coalition spokesman Turki al-Maliki said in a statement carried by the official Saudi Press Agency.

"This is one step in the right direction towards the building of mutual trust among Yemeni communities", ICRC spokeswoman Mirella Hodeib said.

Skau would not confirm the location of the talks, but said they will be "near" the Swedish capital, Stockholm.

Sweden's foreign minister, Margot Wallstrom, opened the talks at a castle in Rimbo, a town north of Stockholm, wishing the Yemen adversaries strength to find "compromise and courage" as they embark on the hard task ahead.

The deal was struck by Griffiths, who was in the rebel-held capital Sanaa for meetings already buoyed by the evacuation of the wounded insurgents - a key rebel precondition for the talks.

"The situation here does not make us optimistic that we will avoid war", said 51-year-old government employee Mohammed Taher.

The UN food agency said it was planning to scale up food distribution rapidly to help another four million people in Yemen over the next two months, more than a 50 per cent rise on the number now reached.

But fresh fighting flared on Monday and the coalition spokesman said military operations were "ongoing".

The coalition has largely suspended its offensive on Hodeida in the face of US-led calls for a ceasefire and new peace talks.

Additional momentum has come from the mounting Western pressure on Saudi Arabia since the murder of dissident Saudi journalist Jamal Khashoggi inside the kingdom's Istanbul consulate on October 2.

Yemen collapsed into crisis, creating mass food shortages and near economic bankruptcy when Houthi rebels captured Sana'a in 2015.

"UN Security Council Resolution 2216 offers a workable roadmap".

"A stable state, important for the region, can not coexist with unlawful militias", he said.

The Houthis, who are more adept at guerrilla warfare, hold most population centers including Sanaa and the port city of Hodeidah, a lifeline for millions that is now a focus of the war.
