Russian President Vladimir Putin has sent New Year messages to President Ram Nath Kovind and Prime Minister Narendra Modi, and said relationship between the two countries was developing in a constructive and dynamic manner.

"Russian-US relations remain an important factor in order to guarantee strategic stability and global security", the presidency said in a New Year statement.

The comments come after USA president cancelled a planned meeting with Putin at the G20 summit in Argentina in November, in the pretext of tensions about Moscow's forces opening fire on Ukrainian naval ships and then seizing the vessels.
